Description
The project consists of the construction in Katowice of an interchange between the DK81/DK86 national roads and the A4 motorway as well as a separate-grade solution at Armii Krajowej Street.
Objectives
The project concerns two components, component I and IV, of an overall upgrade scheme for DK81 with four components in total. Component I and IV are the most important elements in the overall scheme as they will remove the major bottlenecks in the ring road system. Component I consists of the enlargement and reconstruction of the national roads DK81 and DK86 together with the construction of its interchange improving the connection between DK81, DK86 and the Trans-European Transport Network (TEN-T) motorway A4. Component IV consists of the construction of a separate-grade interchange on national road DK81 in the junction with Armii Krajowej Street. The project is located in a Convergence region and will improve a strategic link in the city arterial road system creating a direct connection to TEN-T. This project has a high priority in urban, regional and national transport planning strategies. It will contribute improved accessibility, safety and mobility for all road users, reduced congestion and related local impacts on the environment.

Environmental aspects
The closest Natura 2000 area is located 15 km from the project. The project is located in the immediate vicinity of an area granted statutory protection, the Zrodla Klodnicy reserve. Mitigation measures will be implemented to protect the reserve's water bodies.
Procurement
The promoter has tendered works and supervision contracts in accordance with the relevant applicable EU procurement legislation, with publication in the Official Journal of the EU in 2017. The contracts for the works of Component I and IV were signed in April 2018 and January 2018 respectively. The contract for the supervision of both components was signed in September 2017. Open procedures for works and supervision applies. Under these conditions, the procurement procedures followed by the promoter are suitable for the project and satisfactory to the EIB.
