| The European Commission and the EIB announced changes to EU financial tools today to help circular economy projects and businesses secure funding and support the realisation of EU climate goals, as UN climate negotiations draw to a close in Paris. The changes build on the EU’s Circular Economy Strategy and result from EIB recommendations published at the Financing the Circular Economy conference hosted under Luxembourg’s Presidency of the EU. |

British homes to get smart meters under EUR 315 billion Investment Plan for Europe |
| More than 7 million smart meters will be installed in homes across Great Britain under a new GBP 1 billion mass roll-out programme backed by the EIB. The EIB will provide GBP 360 million to this initiative that will significantly increase the roll-out of smart meters to reduce energy use and help households save money. This is one of the largest smart meter schemes in Europe to date and the largest project so far to be backed by the European Fund for Strategic Investments (EFSI). The programme will support the UK Government’s plans to ensure that over 53 million smart electricity and gas meters are installed in Great Britain by 2020, accounting for every domestic property. |

Finland: EIB backs modernisation of Oulu University Hospital |
| The EIB has provided a EUR 75m long-term loan for the expansion, renovation and improvement of the university hospital in Oulu, which will secure its position as one of the leading university hospitals in Finland. The borrower is the Northern Ostrobothnia Hospital District, an innovative, reforming and productive hospital operator providing healthcare services for around 740,000 people. |
