Description

This project is a major project allocation under the Regional Accessibility Framework Loan and consists of the construction of 88km of the M86-M85 road (2x2 lanes) between Szombathely and Györ.

Objectives

The project is located in the Western Transdanubia region of Hungary. The new roads will provide a north-south connection between Szombathely, Csorna and Györ, significantly increasing capacity and diverting transit traffic - especially from heavy vehicles - away from existing roads. The existing road 86 is located on the comprehensive trans-European transport network (TEN-T) and is to be replaced by the M86 as the strategic road on completion.

Environmental aspects

The project was included in the Transport Operational Programme 2007-2013, national transport strategy and the national spatial plan. All were subject to strategic environmental assessment (SEA) according to Directive 2001/42/EC. Some of the sections are classes of development that fall under Annex I of the Environmental Impact Assessment (EIA) Directive 2011/92/EU and require a full EIA. Environmental permits have been issued for these sections. The others are either classes of development that fall under Annex II of the EIA Directive and have been screened out from requiring a full EIA or are not subject to mandatory environmental screening or impact assessment. These sections have been included in an environmental performance evaluation.

Procurement

The promoter is a public entity obliged to comply with European and national public procurement legislation. A total of eight construction and six supervision contracts were awarded between 2008 and 2013. The contracts were published in the Official Journal of the European Union (OJEU), in accordance with Directive 2004/18/EC, using open procedure and were awarded on lowest price.
