The European Investment Bank (EIB) has launched a Call for Tenders for design services as part of a comprehensive renovation of the iconic West Building (WKI) and its extension. This Call for Tenders covers a total surface area of approximately 80,000 square metres.

The West Building, an architectural masterpiece designed by Denys Lasdun in the late 1970s and inaugurated in 1981, has an exterior envelope classified as protected heritage by the City of Luxembourg since 2017. The building is a rare example in Luxembourg of Brutalist architecture and is the only such work by Lasdun in continental Europe. The renovation will enable greater energy efficiency and better use of space. The extension, also designed by Lasdun, was inaugurated in 1995.

The Call for Tenders marks a milestone in the EIB West Campus Programme, which aims to create a comfortable and inspiring work environment for staff and a welcoming space for visitors. With this project, the EIB is leading by example in development, innovation and sustainability.

Key components of the West Campus Programme as laid out in the Call for Tenders include the renovation of the WKI Building, enhancing and modernising it to meet contemporary standards and functionality while preserving its protected facades. The renovation of the WKI Extension will upgrade and revitalise the building to improve functionality and aesthetics. A Welcome-Visitor Centre will be designed to facilitate private and public uses, including meetings and large conferences. The adaptation of underground circulation, parking and delivery systems will feature a second access to the existing EIB Campus connection tunnel.

The renovation will integrate climate-conscious and innovative specifications, contributing to a healthy and productive work environment. Key features will include open floor plans, flexible workspaces, energy-efficient technologies and eco-friendly materials.

The EIB is seeking qualified economic operators to provide state-of-the-art key documentation services, preliminary design development services, detailed design development services, execution design development services and author’s supervision of works until the commissioning and taking over stages.
