This report presents the main findings from the evaluation of 12 urban public transport projects (metro, tramways, buses) supported by the EIB. This report feeds into the Thematic Evaluation Report of the EIB’s support for urban public transport in the EU (2007-2019), published separately.
Undertaking project evaluations have two objectives: (i) hold the EIB accountable by assessing the relevance and performance of these projects; and (ii) understand how the EIB delivers against the objectives of its Transport Lending policy.
Overall, the evaluated projects met the borrowers’ needs, were delivered as planned and provided better quality and more accessible transport, but the majority did not attain the expected ridership levels. The lack of data on other key outcomes at completion (e.g. on modal shift from cars to public means to transportation) hampered the assessment of effectiveness for most projects.
