Complaint
On 28 September 2016, the EIB Complaints Mechanism (EIB-CM) received a complaint concerning the Reventazón Hydroelectric project. The complainant has presented four main allegations: (i) non-compliance with the Bank’s standards concerning nature protection; (ii) failure to reconstruct the Mesoamerican Biological Corridor; (iii) non-compliance with the obligation to remove the vegetation from the reservoir area; and (iv) failure to conduct land acquisition in line with the Bank’s standards.
The project consists of the construction of a new 305.5 MW hydroelectric plant with a large dam and a medium-sized reservoir on the Reventazón River in Costa Rica. The project is expected to contribute to climate change mitigation and security of electricity supply by providing hydropower to meet increasing demand for electricity in Costa Rica and the region.
