Cyril Rousseau joined the European Investment Bank as Director General of the Finance Directorate on 1 October 2023. He was previously Chief Executive of Agence France Trésor starting in 2021.
Cyril Rousseau is a graduate of École polytechnique and École nationale supérieure de techniques avancées (ENSTA). He began his career in 2001 in the French Ministry of Defence procurement directorate then joined the international division of the Directorate-General of the Treasury (DGT) in 2004, before taking on the role of Head of Market Operations at Agence France Trésor from 2006 to 2009. He was then Head of Official Development Assistance & Multilateral Development Banks at DGT (2009-2011), and joined the French Embassy in Beijing as Economic and Financial Counsellor. In 2014, he was appointed Deputy Managing Director of the new government fund created to support French local authorities exposed to high market risk liabilities. Returning to the Treasury Department in November 2015, he successively held the positions of Deputy Assistant Secretary for Multilateral Financial Affairs and Development, and in this capacity Vice-Chairman of the Paris Club and member of the Boards of Directors of the Central Bank of West African States and the Green Climate Fund, and, as of February 2020, Deputy Chief Executive of Agence France Trésor.
