Albania: €90 million EU financial package for Durrës – Rrogozhina railway upgrade
During High Representative for Foreign Affairs and Security Policy and European Commission Vice-President Kaja Kallas’ official visit to Albania, an EU financial package worth €90.5 million for the reconstruction of the Durrës – Rrogozhina railway section was signed by the European Investment Bank (EIB Global) and the government of Albania. The funds consist of a €60.5 million EU grant channelled under the Western Balkans Investment Framework (WBIF) and a €30 million EIB Global loan. The agreement was signed by EIB Global Director of the Enlargement and Neighbourhood Department Lionel Rapaille and Minister of Infrastructure and Energy of Albania Belinda Balluku, in the presence of Vice-President Kallas and Prime Minister of Albania Edi Rama.
EIB Global strengthens partnership with Albania
European Investment Bank (EIB) Vice-President Robert de Groot has visited Albania, meeting with Prime Minister Edi Rama and high-level government and EU representatives to discuss and strengthen cooperation on priority areas such as energy, transport, regional connectivity and private sector development.

EIB Global, the arm of the European Investment Bank (EIB) for financing activities outside the European Union, has signed a €100 million loan with Albania under a Team Europe financial package for the modernisation and electrification of a 120 km railway line from Vorë in central Albania to Hani i Hotit on the border with Montenegro. The project is in line with strategic EU support for the construction and rehabilitation of key railway sections in the Western Balkans, aiming to increase the accessibility and attractiveness of the rail transportation, contributing to socioeconomic development, better trade links, the shift to more sustainable modes of transport and the decarbonisation of local economies.
