The European Investment Bank (EIB) has signed a €265 million loan with the regional government of Madrid to help promote green, social and digital investments in the region. The credit supports the 2021-2027 operational programme for the Madrid region of the European Regional Development Fund (ERDF), which advances EU cohesion-policy goals.
The loan will co-finance projects in research, development and innovation (RDI), healthcare’s use of digital technologies, water use and management, energy efficiency in public buildings and sustainable transport.
This loan agreement is aligned with four EIB public-policy goals: ‘Innovation, digital and human capital’; ‘Sustainable energy and natural resources’; ‘Sustainable cities and regions’; and ‘Small and medium-sized enterprises (SMEs) and mid-caps finance.’
The EIB framework loan also supports EU priorities such as the green and digital transitions, RDI, healthcare, regional and urban development, and the competitiveness of EU industry.
The loan signed today follow other EIB-Madrid regional government financing partnerships aimed at driving the dual green and digital transitions and improving business competitiveness. Other recent collaborations include projects funded in strategic sectors of the economy such as sustainable transport, education, health and research, development and innovation.

The European Investment Bank Group (EIB Group), consisting of the European Investment Bank (EIB) and the European Investment Fund (EIF), reported total financing signatures in Spain of €11.4 billion in 2023, approximately €6.8 billion of which went to climate action and environmental sustainability projects. Overall, the EIB Group signed €88 billion in new financing in 2023.
