This is the Final Report of the Study; the Draft Final Report was submitted early July and discussed at a Steering Committee meeting on September 21 in Luxembourg. This document aims at meeting expectations expressed at a previous Steering Committee meeting (October 2nd, 2006), and during exchanges between the sponsors of the study and the Consultant since then. As decided among the Steering Committee members, this second phase focused on energy efficiency and renewable energy investment opportunities in industry, large enterprises of the commercial sector and public buildings, biogas projects, energy from waste processing, and cogeneration. Limited attention was therefore paid to grid connected large power generation units based on renewables, decentralised electrification and energy for households.
