Case Description

Complaint

The complaint concerned the Express Road Osojnik-Karasovići-Čilipi Airport. The complainant alleged that the proposed alignment for the D8 road may harm the Ombla drinking water source, spoil a World Heritage site, damage the Paleoombla-Ombla Natura 2000 site (HR2001010), cross an unstable landscape area in Čajkovići and impact the Vilina cave archaeological site.

EIB-CM Action

The EIB-CM analysed the relevant regulatory framework and available project information and requested clarifications from the EIB Group operational services. The EIB-CM reviewed the received information and prepared the reply to the complainant.

Conclusion

The project in question is in the early stages of preparation and the EIA procedure is ongoing. As JASPERS Advisory has not yet completed its review of the project, the EIB-CM was not in a position to establish any maladministration by the EIB with regard to its actions and/or decisions at this stage and proceeded to close the complaint.

The EIB-CM also informed the complainant that JASPERS Advisory took due note of the issues raised in the complaint and provided contact details of the Project developer, the Managing Authority and JASPERS itself, should the complainant wish to request information about JASPERS’ review of the project once this is finalised. Finally, the complainant was provided with a link to the online form to submit complaints concerning possible breach of EU law.
