Complaint
On 2 May 2017, a citizens' association (hereinafter the complainants) lodged a complaint with the Complaints Mechanism (‘the EIB-CM’) concerning the Corridor V C in Mostar South project in Bosnia and Herzegovina. The complaint concerned a sub-section on the “Corridor Vc” motorway in the vicinity of the city of Mostar. The complaint concerns one of the two subsections of the Mostar South (Mostar jug) – Buna section of the motorway. The complainant alleged: a) Inappropriate project alignment b) Negative impacts on environment (water, soil and agriculture) c) Negative impacts on cultural heritage and archaeological sites.
On the basis of the gathered information, the EIB-CM took note that at the appraisal stage, the EIB has received an Environmental Impact Assessment as well as the necessary project documentation and studies that took into consideration the project impacts in general as well of the impacts on soil, water and agriculture and cultural and historical heritage. The gathered information indicated that no significant impact had been identified. In addition, the EIB had identified appropriate contractual conditions and monitoring requirements enabling the Bank to verify the fulfilment of its environmental and social requirement.
As of the date of the CM conclusions on this complaint, the EIB has not disbursed any funds for the project. Therefore, as part of it standard procedures, and based on the gathered evidence, the EIB was following up with the promoter with a view to ensuring the fulfilment of applicable requirements and conditions for the project.
In light of the reported findings and conclusions, the EIB-CM did not identify instances of maladministration by the EIB in relation to the raised allegations. Therefore, the EIB-CM closes the complaint with no recommendations.
