Description

Allocation under SPL Romania EU Co-financing for Environment 2014-20. The EIB will finance the State Contribution in the "Finalisation of Glina Waste Water Treatment Plant (WWTP), rehabilitation of the main sewer collectors and of Dambovita sewer collector canal (CASETA)," in Bucharest. The project is the same as the operation 2012-0391.

Additionality and Impact

The EIB will finance the State contribution in the "Finalisation of Glina Waste Water Treatment Plant (WWTP), rehabilitation of the main sewer collectors and of Dambovita sewer collector canal (CASETA)", in Bucharest (Romania). The project is financed from the Cohesion Fund under the Large Infrastructure Operational Program (LIOP) 2014-2020.

The project will have significant environmental benefits, mainly through reduced pollution of surface waters. It will also reduce greenhouse gas emissions. The project will have substantial economic environmental benefits, reduced public health costs and improved socio-economic development to the persons in the project area (estimated population benefitting: about 2,000,000).

The project is expected to result in significant positive externalities in the form of environmental and public health benefits, and will also contribute to climate action. It is in line with the Bank's lending orientation for the water sector. The project is also in line with the European policy for the protection of the environment, in particular the objectives defined in the Water Framework Directive 2000/60/EC and the Urban Wastewater Treatment Directive 91/271/EC. The EIB contribution will help accelerate the investment by offering long-term financing at favorable conditions in comparison to the financial market, thus providing substantial value added. 


Objectifs

Extension of Glina wastewater treatment plant, rehabilitation of the main sewer collectors and of Dambovita sewer collector canal (CASETA), in order to have adequate treatment of the entire wastewater flow from the city complying with EU Directives, to reduce the level of infiltration rate in the sewer network and to have a sustainable solution for processing the entire sewage sludge production.

Commentaires

This allocation finances the State Contribution to this project. The Bank is also financing the local contribution through a loan to the Municipality of Bucharest.

Aspects environnementaux

The project is strongly environmentally driven and therefore has predominantly positive effects on the environment. The project was subject to environmental impact assessment (EIA) screening (screened in), and subsequently to the environmental impact assessment pursuant to Directive 2011/92/EC and respective national GD 445/2009. The Environmental Agreement was issued in 01/2013. The project is unlikely to have significant negative effects on the protected areas and sites.

Passation des marchés

The Bank will require the Borrower to ensure that contracts for the implementation of the project are tendered in accordance with the relevant applicable EU procurement legislation (Directive 2014/25/EU, as well as Directives 92/13/EEC and 89/665/EEC) as interpreted by the Court of Justice of the European Union, with the publication of tender notices in the Official Journal of the European Union (OJEU), as and where required.
