Description
This is an allocation under WROCLAW URBAN DEVELOPMENT (2017-0080). This project will upgrade the transport links along major urban corridors. The project will specifically comprise of the: (i) construction of a new bus and tram route connecting Nowy Dwor and Wroclaw City centre; (ii) construction of a tram route at Hubska on a section from Gliniana Street to Dyrekcyjna Street and (iii) construction of a tram route from Milenijna Street to Jagielly Street.
Objectifs
The objectives of the project are to improve the asset base of the City and enable the City authorities to better provide public services with the intention to improve the competitiveness of the City. The new tram lines are expected to fill the gap in the tram connections between the city centre and Nowy Dwor district, recently serviced predominantly by buses, as well as adding some lines in the wider city centre to increase the flexibility of tram service in Wroclaw. The line, linking Milenijna and Jagielly streets, is expected to provide an additional tram connection with western Wroclaw districts (currently there is only one tram line). The project provides clear benefits to society. The extension of the tram network will improve the level of service of the trams in Wroclaw, which will become more convenient, comfortable and reliable. The project will therefore contribute to increasing the modal share of the public transport network. People who would otherwise use their car are expected to be attracted to the public transport network, resulting in lower operational costs (as car transport has a much higher average operation cost per passenger-km) and fewer traffic injuries and fatalities. Furthermore, trams will replace some buses connecting the city centre with Nowy Dwor and western districts that will contribute to reduce greenhouse gas (GHG) emissions.

Aspects environnementaux
The Promoter, the City of Wroclaw, is obliged to follow EU and national legislation on the environmental impact of projects. This includes the SEA Directive 2001/42/EC, the EIA Directive 2011/92/EU amended by Directive 2014/52/EU, the Habitats Directive 92/43/EEC, the Birds Directive 2009/147/EC, and the national Regulation of the Council of Ministers of 9 November 2010 on projects likely to have significant impacts on the environment (published in the Official Gazette U. 2016, position 71), which is fully compliant with EU legislation. Scheme 1 was screened in by competent authority and an environmental impact assessment (EIA) was completed, schemes 2 and 3 were screened out. All three schemes have received the environmental permits.
Passation des marchés
As a public administration entity, the Promoter is required to follow EU public procurement rules (2014/24/EC) and/or (2004/18/EC), including the publication of contract notices in the Official Journal of the EU, where appropriate. The procurement arrangements presented during the appraisal mission are acceptable to the Bank. Projects with values below EU thresholds will follow the provisions laid down in national legislation and in conformity with EU Treaty principles and the Promoter's internal procedures, which are based on these principles. The Bank has reviewed procurement procedures on the project for compliance with EU procurement rules.
