Promoteur – Intermédiaire Financier
INSPECTORATUL GENERAL PENTRU SITUATII DE URGENTALieu
Description
The project is a large allocation under the 2015-0548 - ROMANIA EU CO-FINANCING FOR ENVIRONMENT 2014-20 framework loan. The project aims to improve the capacity of the General Inspectorate for Emergency Services (GIES), as the promoter, to improve response to forest fires, floods and other emergency situations and comply with relevant national and international obligations as well as EU legislation. The project scope consists of the financing of the Vision 2020 programme through the acquisition and delivery of: i) 6 new light and 6 new heavy multi-purpose helicopters, and ii) about 700 fire-fighting trucks, ambulances and other land-based specialised emergency vehicles, as well as associated maintenance and spare parts equipment and services.
Objectifs
The goal of the project is to improve firefighting, flood and emergency response capabilities of the Romanian General Inspectorate for Emergency Services, the organisation responsible for civil protection services in Romania. This will be achieved by renovating and expanding its fleet of aerial-, land- and marine-based assets such as helicopters, firefighting trucks, ambulances and vessels.

Montant BEI envisagé (montant approximatif)
EUR 70 million
Coût total (montant approximatif)
EUR 570 million
Aspects environnementaux
The acquisition of mobile assets such as helicopters, trucks, ambulances or vessels does not fall under Annex I or II or the Environmental Impact Assessment (EIA) Directive 2011/92/EU as amended by Directive 2014/52/EU on the assessment of the effects of certain public and private projects on the environment (EIA Directive). Increased incidence of forest fires and floods is understood to be a consequence of Climate Change. The project would therefore be in principle eligible under Climate Action - Adaptation. The contribution to Climate Action will be determined during appraisal. The requirements of social standards will also be verified during appraisal.
Passation des marchés
The EIB will require the Promoter to ensure that contracts for implementation of the project have been and will be tendered in accordance with the applicable EU procurement legislation, Directive 2014/24/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
