This report provides market intelligence analysis, based on the findings of an ecosystem mapping, a survey, interviews with experts, and case studies, conducted in the course of the Blue Champions Pilot Advisory Programme, launched jointly by the European Investment Bank and the European Commission in the context of the EU Mission "Restore our Oceans and Waters by 2030".
Blue Economy scale-ups face access to finance challenges and lack access to relevant resources in Europe. Regulatory barriers and fragmentation of the investment landscape create additional hurdles standing in the way for the development of blue innovation in Europe. Investments, such as blended equity, venture debt and sustainability bonds, together with simplified regulation, regional strategies and simplified ocean data infrastructure could help Europe foster blue economy innovation.
