This document contains the text of the Energy Lending Policy adopted in 2019, with an updated version of the technical annexes.
With its ambitious Energy lending policy (ELP), the EIB has achieved a milestone in the fight against climate change. We have decided to phase out the financing of unabated fossil fuel energy projects. The Energy Lending Policy agreed in 2019 remains unchanged, and as part of the mid-term-review, the EIB has updated the technical annexes.
The Energy Lending Policy informs EIB’s stakeholders - shareholders, borrowers, promoters, partners and civil society organisations - as well as the wider public on:
- what types of energy projects are consistent with the Bank’s objectives
- how energy projects will be assessed and prioritised by the Bank and
- how the Bank supports EU energy policy.
The Energy Lending Policy has been adopted on 14 November 2019 and the technical annexes have been updated in May 2023.
