Road modernisation programmes in the northern and south-western part of the region of Warminsko-Mazurskie

Ziele

The project will enhance the transport network of the Polish region Warminsko-Mazurskie, contributing to reduce the related levels of congestion, pollution, and traffic-related accidents. The project is located in an area designated as Convergence Region under the Community Support Framework and is therefore eligible for Bank financing under Article 309, point (a) "projects for developing less-developed regions".

Umweltaspekte

The project consists in the modernisation of existing 2x1 regional roads without increasing the number of lanes and therefore it falls under Annex II of the EIA Directive 2011/92/EU where the competent authority decides on the requirement for a full EIA, including public consultation. In the present case, there are 14 schemes included in the project and all them have been screened in due to the relative proximity of environmentally sensitive areas and the possibility that the widening of some road sections could affect them. Full EIAs have been carried out; full details will be checked during appraisal. Seven schemes form the northern road modernisation programme and seven are part of the south-western one. Both programmes have an Individual SEA (Strategic Environmental Assessment) approved in 2010. The applicability of EIA Directive 2011/92/EU, SEA directive 2001/42/EC, Habitats Directive 92/43/EEC and Birds Directive 79/409/EEC will be reviewed at appraisal.

Auftragsvergabe

The Bank will require the Promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation, Directives 2004/18/EC and 2007/66/EC, with publication of tender notices in the EU Official Journal, as and where required. To date some schemes included in the project have already been tendered according to relevant applicable EU procurement legislation.
