Beschreibung
The project consists of an investment into a rolling stock in Baden-Wuerttemberg (Network 8). This is a sub-operation under Programme Loan for rolling stock and related infrastructure for local and regional public transport in Baden-Wuerttemberg (2014-0765).
Ziele
The new rolling stock will improve public transport services around Offenburg (lines between Strasbourg in France and Appenweiler, Appenweiler and Achern, Achern and Ottenhöfen, Appenweiler and Bad Griesbach via Lautenbach, Appenweier and Offenburg, Offenburg and Biberach (Baden), Biberach and Oberharmersbach-Riesbach, Biberach and Freudenstadt via Hausach and Hausach to Hornberg, in direction of Donaueschingen). The new vehicles will improve the overall mobility in the wider region around Offenburg, while reducing the adverse impact on the environment, thus making public transport more attractive for the passengers.

Umweltaspekte
The manufacture of rolling stock does not fall under either Annex I or Annex II of the Environmental Impact Assessment (EIA) Directive 2011/92/EU as amended. It is not clear yet if any depots are necessary at this stage. As an associated facility a new depot might be necessary. This could fall under Annex II of the EIA Directive, and therefore may be subject to an EIA procedure. German law requires compliance with Directive 2011/92/EU, as amended, to obtain building permits for such elements. If the construction of a new facility is required, then the promoter will undertake to inform the EIB on environmental compliance by submitting a copy of the environmental decision and the non-technical summary of the EIA (if applicable), as well as evidence that the requirements of the EU Habitats Directive 92/43/EC and the EU Birds Directive 79/409/EEC have been fulfilled, if applicable.
Auftragsvergabe
The EIB will require the promoter to ensure that contracts for the implementation of the project have been and shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2014/24/EU and/or 2014/25/EU and/or 2014/23/EU where applicable, as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU (OJEU), as and where required. Network 8 has been published under 2017/S 20-33649 on 28.01.2017.
