We condemn the military invasion of Ukraine by Russian troops. Since the start of the invasion in 2022, the EIB has mobilised and disbursed more than €2 billion in emergency relief to Ukraine, with the support of the European Commission.

€600 million rescue plan to support Ukraine’s energy supply ahead of winter
The war against Ukraine has caused extensive damage to the country’s energy infrastructure, leaving millions vulnerable as winter approaches. Alongside EU partners, we are committed to ensuring that more homes stay warm, schools stay lit, businesses remain open, and hospitals can perform essential surgeries.
The EIB’s rescue plan, supported by EU guarantees, will provide €600 million for electricity and heating capacity restoration projects, including those powered by gas. This emergency measure is made possible by a derogation to our Energy Lending Policy and the Paris Alignment for Transition framework, and will remain in place exclusively for Ukraine until the end of 2025; in the longer term, the focus of our support is on sustainability and renewable energy.
