The European Investment Bank (EIB) is lending Ukraine €100 million to reconstruct social municipal infrastructure damaged in the war against Russia. The funds, agreed at the Ukraine Recovery Conference in Berlin, will be for rebuilding schools, kindergartens, hospitals, social housing and local transport infrastructure as well as ensuring the supply of essential services such as clean water and sanitation.

In the face of numerous challenges stemming from Russia’s invasion in 2022, many Ukrainian communities are striving to resume normal life. Reconstructing hospitals and schools and reestablishing social services are crucial steps in this process.

Since 2014, the EIB has played a vital role in rebuilding Ukraine, with more than 100 schools, hospitals and water plants rebuilt and over 200 other projects at various stages of construction. This progress is a testament to the strong partnership between the EIB, Ukraine’s Ministry for Communities, Territories and Infrastructure Development, the Ministry of Finance, fellow European Union partners, regional and local authorities and the United Nations Development Programme. In May, a reconstructed school in Pryvovchanske, Dnipropetrovsk Oblast was inaugurated and, next month, the opening of a rebuilt water-supply facility in Bucha is anticipated.

Following today’s signing, the Ministry for Communities, Territories and Infrastructure Development will issue calls for project proposals. Communities will be invited to submit applications for the reconstruction of healthcare, housing, education and water-sector facilities, and shelters. Projects will be selected based on transparent criteria, prioritising liberated territories, areas close to conflict zones and regions with large numbers of internally displaced people.
