Le projet concerne l’octroi d’un prêt à Hydrobru pour soutenir la deuxième phase de son programme de rénovation des égouts, ainsi que des investissements éligibles auxiliaires concernant ses activités de distribution d'eau. Le projet couvre des investissements à réaliser dans la Région de Bruxelles-Capitale au cours de la période 2015-2019.
Le projet a pour principal objectif d’aider Hydrobru à moderniser le réseau d’égouts et le réseau de distribution d’eau potable en Région de Bruxelles-Capitale.
L’impact du programme d’investissements sera bénéfique pour l’environnement de la Région de Bruxelles (meilleure gestion des eaux pluviales, réduction des inondations). Le projet ne nécessite pas d’étude stratégique de l’environnement (« SEA ») selon la directive 2001/42/EC. Des composantes du projet pourraient tomber sous l’annexe II de la directive 2011/92/EC. La mission d’instruction vérifiera cela et permettra de déterminer si une étude d’impact sur l’environnement est requise. Le promoteur devrait soumettre les certificats délivrés par les autorités compétentes sur les effets potentiels du projet sur des sites de conservation de la nature (sites Natura 2000 et Directives Habitats).
La Banque requerra du promoteur de s’assurer que les contrats pour la mise en œuvre du projet soit conclu suivant les directives européennes applicables (2004/17/EC, 2004/18/EC et 2007/66/EC) avec publication d’avis de passation de marché au JOUE, quand requis.
