Description
Objectives

The project covers the promoter's research, development and innovation (RDI) as well as related capital expenditures in steel production. The project's RDI activities are carried out in the fields of (i) steel production process improvements and (ii) new products and solutions development.

All RDI activities of the project are carried out in the fields of: • Steel production: process improvements pertaining to efficient use of energy and raw materials, improvements in reliability, quality and environmental footprint; • Development of new products and solutions addressing the main markets of ArcelorMittal: automotive (e.g. helping automakers to build vehicles that are lighter and safer), construction and civil engineering (e.g. addressing durability, energy efficiency, environmental impact and transportability), in other industry markets such as appliances, packaging and metal processing (e.g. new cost-efficient products, solutions and steel coatings) and in the energy market (e.g. new cost-efficient steel grades for energy pipes and tubular products).

Procurement

The project concerns RDI expenditures to be carried out in existing facilities already authorised for such purpose and therefore not expected to require an environmental impact assessment (EIA) under Directive 2011/92/EU.

The promoter has been assessed by the EIB as being a private company not operating in the Utilities sector and not having the status of a contracting entity, thus not subject to EU rules on public procurement. However, if after the project appraisal, the EIB were to conclude that the promoter is after all subject to EU public procurement legislation (i.e. Directive 2004/17/EC or Directive 2014/25/EU), then the Bank would require the promoter to ensure that contracts for the implementation of the project have been or will be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/17/EC, or Directive 2014/25/EU where applicable, and Directive 92/13/EEC), with publication of tender notices in the Official Journal of the EU, as and where required.
