Description
Upgrading of 13 km of an existing trunk road from single to dual two-lane carriageway and the maintenance of a total of 25 km of road for a period of 15 years.
Objectives
To improve access of a number of municipalities in the northern Netherlands to both the Trans-European Network (TEN) and the provincial capital Leeuwarden.

Environmental aspects
A detailed assessment (Trajectnota/MER Rijksweg 31-Leeuwarden/Drachten) as part of an EIA has been made in line with Dutch law which follows EU legislation. Final approval was received in May 1998 (Tracébesluit Rijksweg 31-Leeuwarden/Drachten) by the Ministry of Transport, Public Works and Water Management. Negative impacts are limited whereas positive impacts are important.

To be done in compliance with the EU’s Works Directive (93/37/EEC as amended by 97/52/EC) as well as the Dutch Law.
