Description

The project consists of the extension and the modernisation of public urban transport networks – mainly tramway lines and trolleybus lines – and rolling stock acquisition in three medium-sized Hungarian cities under the Hungarian Transport Operational Programme.

Objectives

The proposed project will improve the quality of the public transport services in the cities of Szeged, Miskolc and Debrecen and will increase the attractiveness of public transport services, thus reducing the impact of urban transport on the environment.

Environmental aspects

The project is part of the Hungarian Transport Operational Programme that was subject to a Strategic Environmental Assessment in compliance with the SEA Directive 2001/42/EC. The project is a composite operation including the construction of new tramway lines in the towns of Szeged, Miskolc and Debrecen that fall under Annex II of the EIA Directive 85/337/EEC as subsequently amended. For both Miskolc and Debrecen schemes, the Competent Authority decided that an EIA was not required on the basis of preliminary environmental studies. In the case of Szeged scheme, a full EIA was carried out.

Procurement

The Promoter is subject to and follows EU procurement procedures (Directives 2004/17/CE and 2004/18/CE), including publication in the OJEU. All contracts have to be tendered through regular and transparent procedures, in compliance with the European Union legal framework, leading to the selection of the most favourable offers, from both economic and technical standpoints.
