Romanian National Company of Motorways and National Roads (RNCMNR)

Location

Description

The Rehabilitation of the NR 24 and NR 24B.

Objectives

The project concerns the rehabilitation and upgrade of 94.7 km of national road (TEN-T), located on the NR 24 and on the NR 24B.

Sector(s)

Proposed EIB finance (Approximate amount)

EUR 29.2 million

Total cost (Approximate amount)

EUR 99.1 million

Environmental aspects

The project is promoted through the SOP-T which was subject to a strategic environmental assessment following Romanian legislation in accordance with SEA Directive 2001/42/EC. The Environmental report was approved on January 31, 2007.

The project falls under Annex II of the EIA Directive, as transposed into the Romanian Law, and the competent authority did not deemed an EIA necessary.

The project is located in the vicinity of five Natura 2000 sites and the Competent Authority confirmed that the project is likely to have no significant impacts on any of the sites.

Being rehabilitation of an existing road, following the same alignment and involving limited land take, the project will have mainly limited temporary and reversible negative residual impacts in the construction phase. On the long term, the project is expected to have positive benefits in terms of road safety.

Further aspects are to be assessed during appraisal.

Procurement

The Promoter is a public entity and is therefore subject to EU Procurement Directives. The construction works have been tendered through an open procedure in three lots and contracts awarded in mid 2011. The tender procedure and award of contracts will be reviewed during appraisal.

Status
