Description

The project is located in Poznan, Poland, and consists of the construction and operation of the extension of the tramway network of the city of Poznan from Lecha residential area to Franowo where the new main depot of the network is going to be constructed. The line will be some 2.5 km long, with an underground section of some 1 km and 6 stations.

Objectives

The project is part of the Strategy for Development of the City of Poznan until 2030 and its broad objective is to improve the quality of public transport services in the city of Poznan. It will provide access to the new main depot and maintenance centre that will become the core component of the whole tramway network, ensuring that rolling stock is properly maintained and that a higher quality of public transport services is therefore delivered. The new tramway extension is in line with the renewed policy for EIB lending to transport sector approved by the Board of Directors on 13th December 2011 (CA/452/11) as well as Bank’s policy on Climate Change.

Environmental aspects

The project falls under Annex II of EU Directive 85/337/EEC (as subsequently amended). Accordingly, an EIA is not compulsory and Member States decide whether to submit a project to the full procedure as a result of a screening process. In this case, the Competent Authority decided that a full EIA was required and a full EIS is accordingly available. Details will be checked at appraisal stage, together with any potential significant or negative impacts of the Project on areas included in the Natura 2000 network according to the Habitats Directive 92/43/EEC and the Birds Directive 79/409/EEC.

Procurement

The Bank will require the Promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (2004/17/EEC and Dir. 2007/66/EC), with parallel publication of tender notices in the EU Official Journal, as and where appropriate.
