Description
Construction of the Narodowe Forum Muzyki (a concert hall) in the City of Wroclaw. The project is co-financed with an EU grant.
Objectives
The project will contribute to the implementation of a sustainable development strategy of the City of Wroclaw, and in particular, to the improvement of the urban infrastructure such as cultural amenities and public spaces. The project should contribute to the overall development and enhancement of the overall conditions for life, business and tourism in the city. The appraisal will look at the degree to which the urban development aspects, in addition to the cultural development aspects, could strengthen the contribution to sustainable growth and employment. The project is estimated to generate new jobs, both directly and indirectly.

Environmental aspects
The National Music Forum project was screened as falling under Annex II of the Environmental Impact Assessment (EIA) Directive (2011/92/EU), and was required to have an EIA carried out according to national legislation. The EIA was approved by the competent authority (National Inspector for Sanitation in Wroclaw) in August 2007. Following extensive archaeological analysis during project preparation, the City conservation authority also gave a positive opinion on the EIA in July 2007.
Procurement
All procurement is carried out in accordance with EU procurement legislation (Dir 2004/17/EC/ or 2004/18/EC and Dir. 2007/66/EC) harmonised into national procurement laws, with publication of tender notices in the national EU Official Journal, as appropriate. Design was carried out following an architectural competition. A single general contractor was selected for building construction and interior finishing, with separate engineering supervision contracts for construction and acoustics. However, the construction contract was terminated in October 2012 and is being re-tendered.
