Description

GSM-R radio network system is planned to be implemented along 935 km of the main railway lines, consisting of the main international corridors and other TEN-T lines (Phase 1 of GSM-R implementation on the Hungarian railway network). The project consists of procurement and commissioning of the required fixed and mobile equipment, including assembly, system integration, training, start-up, and operational and maintenance support.

Objectives

The project contributes to the objective of promoting sustainable transport on the TEN-T core and comprehensive networks, with an expected increase in rail usage thanks to a shift from road to railways.

Environmental aspects

The investments are part of the transport operational programme 2007-2013, which underwent a strategic environmental assessment (SEA) procedure and the environmental effects were assessed. Given the nature of the project, it falls under Annex II of the Environmental Impact Assessment (EIA) Directive (2011/92/EU) and the need for an EIA must be verified at allocation stage. For this major project, a preliminary environmental impact assessment was performed. On the basis of the findings of this assessment, the competent authorities decided to screen out the implementation of the GSM-R system project from completing a full EIA procedure. The environmental permit has been issued for this project, which is not expected to have any impact on Natura 2000 sites.

Procurement

The promoter is a public company obliged to comply with European and national public procurement legislation. All of the works and services related to the implementation of the project have already been procured accordingly. The construction works and associated supervision were procured by the promoter in accordance with Directive 2004/18/EC. All the bid notices for construction and services were published in the Official Journal of the European Union (OJEU) and all the contracts have been awarded and signed.
