Description

The framework loan concerns a selected number of digital governance projects that are in line with Ukraine's digital strategy. The projects will support the digital transformation of Ukrainian Ministries and different units of State Administration with a focus on cybersecurity, and contribute to the continuation and upgrade of the existing digital infrastructure.

Objectives

The framework loan supports investment in digital transformation of a number of key ministries and administration offices in Ukraine.

This operation is covered by the EU Guarantee for EIB loans outside the EU.

Environmental aspects

If located in the EU, the investment components would not fall under Annex I or Annex II of the EIA Directive 2011/92/EU amended by the Directive 2014/52/EU. The environmental assessment process and relevant documents will be reviewed during the project's due diligence. It is recognized that digitalisation of public services has a positive effect on lowering CO2 emissions in the long term.

Procurement

The Promoter is a public entity. The EIB will require the Promoter and final beneficiaries to ensure that implementation of the project will be done in line with the EIB's Guide to Procurement.
