Description
The Project supports the City of Rome's multi-annual investment plan under the Institutional Development Contract (Contratto Istituzionale di Sviluppo -CIS) Roma.
Objectives
The aim is to upgrade the energy efficiency of over 200 schools in the municipal territory, including pre-primary, primary and secondary school buildings located in all the 15 districts of Rome. The foreseen energy efficiency measures consist of comprehensive thermal refurbishments, including walls and roofs insulation, replacement of windows, doors, air conditioning systems, lightning with new LED technology, as well as the installation of renewable energy sources, such as photovoltaic, solar collectors and heat pumps.

Environmental aspects
The project will contribute to the energy efficiency of public buildings, in line with the Energy Performance of Buildings Directive (EPBD) 2010/31/EU, and thus help to reduce CO2 emissions. It will be implemented in existing schools without changing the previously authorised scope and therefore would - most likely - not require an Environmental Impact Assessment (EIA), under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU. This aspect, as well as the compliance with applicable EU environmental legislation, will be further reviewed during project appraisal. The renovation activities to be carried out in built-up urban areas are deemed to have minor negative environmental and social impacts during the renovation process, to be mitigated by proper works management. If applicable, works related to asbestos removal must be performed in accordance with the existing regulations for asbestos removal and disposal.
Procurement
The promoter has to ensure that contracts for implementation of the project will be tendered in accordance with the applicable EU procurement legislation 2014/24/EU as well as Directive 89/665/EEC, as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
