When cities, regions or countries build new schools, there is often a disconnect between the construction process and the pedagogical goals of educators.
For example, innovative spaces designed to promote collaboration among students and to help them develop problem-solving skills are not always used to their full potential, often because teachers do not know how to fully exploit these new spaces. Planning and building a new school without the input of teachers, administrators and students risks maintaining the status quo and stymying new, innovative ideas that could improve education’s impact.
To address this issue, the Council of Europe Development Bank (CEB) and the European Investment Bank (EIB) engaged in a three-year joint study to examine the relevance and viability of creating a framework, called Constructing Education, that would guide investments in educational infrastructure, ensuring that the teachers and administrators are involved in building planning and construction.
