Case Description
Two civil society organisations (Complainants) submitted a complaint to the European Investment Bank’s Complaints Mechanism (EIB-CM) concerning the Devenish Nutrition project. The Complainants considered that the decision-making processes of the EIB were carried out erroneously, unfairly and unlawfully, given (1) the EIB’s failure to complete a number of environmental assessment processes as required by the EIB’s own rules and procedures, EU environmental law, the Convention on Biological Diversity and the ESPOO Convention1, and (2) the EIB’s failure to inform, consult and take cognisance of affected communities and vulnerable groups in line with the Aarhus Convention.
The EIB-CM reviewed the compliance of the Bank’s Assessment with the EIB Standards related to investment programmes. The EIB-CM found that the Bank’s assessment complied with the applicable EIB Standard, therefore no recommendations are made in this case.
