The European Investment Bank (EIB) has signed a €250 million loan with the regional government of Madrid to fund strategic projects under its Regional Investment Programme for 2022–2026.

The EIB loan to the regional government of Madrid, known as the Community of Madrid, can be used to renovate roads, drainage systems, green spaces and leisure centres and to modernise administrative buildings in various districts. It can also cover services such as waste management above the municipal level requested by groups of districts.

The loan has more favourable conditions than those on the market. It is more economical than other kinds of financing and offers longer disbursement periods.

The support complements a number of existing financing operations between the EIB Group – which also includes the European Investment Fund (EIF) – and the Community of Madrid to advance its green and digital transitions and to make local businesses more competitive. Recent operations have been for projects in strategic sectors such as sustainable transport, education, health, research, development and innovation.

The new loan is another example of cooperation in a long-standing partnership between the EIB and the Community of Madrid. Recent financing agreements have covered a range of issues including sustainable transport and health and education infrastructure.

The European Investment Bank (EIB) is the long-term lending institution of the European Union, owned by its Member States. It finances investments that contribute to EU policy objectives. EIB projects bolster competitiveness, drive innovation, promote sustainable development, enhance social and territorial cohesion, and support a just and swift transition to climate neutrality.

In 2023 the EIB Group – comprising the EIB and the European Investment Fund (EIF) – signed over €11.4 billion in financing for Spain. Of this, around €6.8 billion went to projects for climate action and environmental sustainability. In total, the EIB Group signed €88 billion in new financing in 2023.
