Objectives

New construction of nine school and kindergarten campuses in the City of Vienna under a public-private partnership (PPP) scheme

The programme involves the construction of 10 educational facilities in the period 2012-2023 by way of the Vienna "Campus plus" concept, implementing a modern, state-of-the-art pedagogical concept. While the pilot project (Bildungscampus Attemsgasse) is currently under tender, the programme under appraisal by EIB comprises 9 educational facilities.The individual projects will be procured under "Design-Build-Finance-Operate-Maintain" (DBFOM) PPP contracts.

Procurement

Educational facilities are not specifically mentioned in Directive 2011/92/EU on environmental impact assessment (EIA), though the project may be covered in Annex II of the directive in relation to urban development. The Bank's services will verify during appraisal the screening decision of the relevant authority and whether an EIA is required.

The programme under appraisal comprises 9 individual school projects, which will be individually tendered. The Bank requires the promoter to ensure that contracts for the implementation of the individual projects will be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where appropriate.

Comments

The project cost is not disclosed as the projects will be subject to Europe-wide tender procedures.
