Description
Objectives

The project relates to the replacement, expansion and upgrade of medical equipment for diagnostic and cancer care in several medical facilities located in Italy.

The investment modernises and replaces medical equipment and facilities with the aim of improving the delivery of healthcare services and aligning it to modern standards. The project thus responds to the Bank's environmental policy objective under sustainable communities (health) and is eligible under Article 309 (c) common interest.

Environmental aspects
Procurement

Medical facilities are not specifically mentioned in the Environmental Impact Assessment (EIA) Directive 2011/92/EU, although they are covered by Annex II of the directive in relation to urban development. The installation of medical equipment is not mentioned in Annex II of the directive and thus the project does not require an EIA. The Bank's services will nevertheless verify during appraisal any possible impact originated by the project, in particular in relation to hazardous waste and radiation safety.

The promoter has been assessed by the EIB as being a private company not subject to EU rules on public procurement or concessions. However, if after the project appraisal, the EIB were to conclude that the promoter is after all subject to EU public procurement legislation (Directive 2014/24/EU), then the Bank would require the promoter to ensure that contracts for the implementation of the project are tendered in accordance with the relevant applicable EU procurement legislation (Directive 2014/24/EU and Directive 92/13/EEC), as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
