Description

The project consists of the new construction of a 6.9-km long dual carriageway between the DTS (Drogowa Trasa ?rednicowa) road and motorway A4 (Trans-European Transport Networks - TEN-T) in Poland.

Objectives

The project will reduce congestion, travel time and road accidents, eliminate conflicts between transit and local traffic, improve accessibility to TEN-T, and improve the urban environment. It is aligned with the city's comprehensive strategic framework and sustainable mobility plan. It is also contributing to the priorities in the regional development strategy for Silesia Province for 2014-2020, and with EU and national development policies.

Environmental aspects

The project falls under Annex II of the Environmental Impact Assessment (EIA) Directive 2011/92/EU (as amended) and was screened in for EIA. The promoter has duly applied the relevant environmental procedures on the project, and environmental decisions for the project were issued by the competent authority, the regional Director of Environmental Protection for the Upper Silesia Region, as follows: for Stage 1 on 26th July 2007 (Decyzja Nr 29/2007); for Stage 2-3 on 15th May 2008 (Decyzja Nr 28/2008); and for Stage 4 on 2nd November 2016 (WOOS.4210.7.2015.JW28).

Procurement

The Bank will require the promoter to ensure that contracts for the implementation of the project have been and will be tendered in accordance with the relevant applicable EU procurement legislation, Directive 2014/24/EU, as well as Directive 89/665/EEC as interpreted by the Court of Justice of the European Union, with the publication of tender notices in the Official Journal of the European Union, as and where required.
