Description

Programme Loan to group risk sharing operations under the pan-European Guarantee Fund (EGF) in the EGF-participating EU Member States. Sub-operations will be intermediated risk sharing operations with acceptable financial institutions such as banks, leasing companies, etc. As an instrument under an Impact Finance Mandate, sub-operations would need to comply with the General Mandate Risk Principles.

Objectives

Part of the Pan-European Guarantee Fund in response to COVID-19, this Programme Loan aims to mobilise funding resources to respond to the economic impact of the COVID-19 pandemic outbreak by ensuring that eligibile entities and primarily small and medium-sized enterprises (SMEs) in the participating Member States have sufficent liquidity available and access to finance to weather the rapidly unfolding crisis and are able to continue their development in the medium to long-term. The supported final recipients are the ones considered: (i) viable in the long-term; (ii) meet the lender's or other Financial Intermediaries' requirements for commercial financing, were it not for the economic impact of the COVID-19 pandemic. In line with the pan-European Guarantee Fund, this is a limited-time intervention.
