Description

The project comprises the construction of a new central building (coeur de campus) as well as the renovation, restructuring and selective demolition of existing buildings on the Campus of the "École des Hautes Etudes Commerciales de Paris" (HEC) on the Plateau de Saclay, south of Paris, France.

Objectifs

The project supports phase 1 of HEC's longer-term campus development programme, in view of creating a campus that fulfils the demands of the 21st century. The implementation of the Campus development programme will assist HEC to meet its strategic objective to strengthen its position as a higher education institution of international reputation by increasing the quality of the learning facilities and by providing additional space for its growth ambitions. The architectural project will encompass an important part dedicated to energy efficiency and climate issues.

Aspects environnementaux

Directive 2011/92/EU as amended by Directive 2014/52/EU does not specifically mention the need for an environmental impact assessment (EIA) for buildings related to education and research activities as foreseen in this project. It is possible that some components of the project could be considered as urban renewal projects (e.g. be considered as urban renewal projects (Annex II of the EU Directive). This will be examined in detail during the evaluation. The public buildings will have to meet at least the energy efficiency targets defined in the Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency. Environmental aspects including the possible impact on natural sites, as well as all aspects related to development, historical and cultural heritage will be checked during appraisal.

Passation des marchés

The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2014/24/EU as well as Directive 89/665/EEC) as interpreted by the Court of Justice of the EU, with the publication of tender notices in the Official Journal of the EU, as and where required.
